This device is a load device used to test whether the electric meters installed in tenants of buildings and commercial facilities are correctly wired, by actually connecting a simulated load to consume power and checking if the meter's display is accurate. Resistors are used for the load, but the heated air generated is forcibly expelled and cooled, allowing for long-term use.
